Не согласен с таким переводом. Речь о выборе из действий, когда некоторые из них с некоторым шансом ведут к уничтожению мира. Клятва должна исключать выбор таких действий.
Смотрим, как Волдеморт это объясняет:

По-моему, обсуждаемое второе отрицание относится именно к тому, что я выделил. Но при этом Гарри Поттер не должен стоять и смотреть, если мир разрушается сам по себе, это тоже упомянуто. Клятва не должна запретить ГП рисковать, если разрушение мира уже пошло.
